Electricity Market Deregulation and Competition in Victoria

The electricity market in Australia has been undergoing a process of deregulation which began in the late 1990s. The first step of deregulation was the establishing of a national grid {{citymarketintro4}} in one state to be delivered in another state.

The next step, which occurred earlier in some states than others, was the dividing up of state owned electricity monopolies into competing entities, then privatising them. In an attempt to create a greater amount of competition the market was separated into two types of entities

  • Energy Distributors
    The distributors are responsible for delivery of electricity to customers' premises , and they own and maintain the poles and powerlines, and do not deal with customers.
  • Energy Retailers The retailers are the ones who sell the electricity to the customers and manage the billing. States have from 1 to 3 distributors but up to thirty retailers.

The Victoria market was completely deregulated on 1 July 2008 . This meant that customers could, for the first time, switch to the provider who had the cheapest electricity prices.

Electricity in Victoria is supplied by the following five distributors

    United Energy distributes electricity in the southern suburbs of Melbourne and to the Mornington Peninsula.
  • Powercor Australia
    Powercor provides electricity in the western suburbs of Melbourne and western Victoria.
  • Ausnet Services
    AusNet Services provides electricity to eastern Victoria and to the outer northern & eastern suburbs of Melbourne.
  • Jemena
    Jemena distributes electricity in the south-western and northern suburbs of Melbourne.
  • Citipower
    Citipower distributes electricity throughout Melbourne City and inner suburbs.

Tips for reducing your electricity consumption to save money

Here are a few easily implemented ways to reduce your usage of electricity

  • Turn off all appliances at the power point when they're not in use.
  • Minimise draughts. Prevent cold air or hot air getting in or out through gaps under doors and around your windows by using gap seal tape and door snakes.
  • Reduce use of your clothes dryer. Dry the clothes outside or use an indoor clothes rack.
  • A cheap alternative to an electric blanket is a hot water bottle.
  • Rather than turn on the heater, wear clothing that's appropriate for cold weather (jumper, warm socks, booties, beanie).
  • Use less air conditioning by opening windows at night to allow the cool air in, and then closing them each morning to keep hot air out.
  • Close the doors of rooms that you aren't using, so that you only have to heat or cool a smaller space.
  • Reduce your use of lights. Use natural lighting where possible.
  • Prevent the sun from over-heating your house by closing the blinds and curtains in rooms that are exposed to the heat of direct sunlight.

Here are some answers to frequently asked questions about what happens once you have completed the comparison process and have made the decision that you'd like to switch electricity providers.

If you change your mind, that's okay, your new electricity provider will allow you a ten-day 'cooling-off' period, that means you have ten days during which you can change your mind and stay with your current energy provider.
Absolutely not! The actual delivery of energy to your premises, via the pipes and wires, is done by an energy distributer (not your energy retailer). The distributor continues to supply electricity to your house when you switch over to another energy retailer. It is the retailer that issues your electricity bills, but they purchase energy from the distributor and resell it to you. You can't buy electricity directly from a distributor, you have to buy it from an energy retailer. You can be confident that when you switch retailers, you won't experience an interruption to your electricity supply because the connection to the distributor will continue to be the same as before.
The 'paperwork' is processed very quickly, usually in under 24 hours. But the final switchover won't happen until your present provider has issued you a final bill, and they can't do that until a final meter reading has been taken. So, it depends on when your next meter reading takes place. It be up to three months.
We will sign you up with the new energy provider, and will inform your present provider that you are leaving them. The actual transfer to the new provider won't happen straight away, because your current provider needs to do a meter reading again, one final time. and then issue you their final bill. Your new provider only starts charging you from the date that the meter is read. the energy distributor who feeds the energy to your home will continue to be the same one as before the switch.
